Robotic instruments sit in an awkward place for procurement: high unit cost, limited-reuse design, and a secondary market that mixes genuine surplus, refurbished units and, occasionally, items whose provenance cannot be established. The purpose of this framework is not to accuse anyone. It is to make the controls explicit, so that every purchase either produces evidence of provenance or is treated as unverified.

How risk enters the supply chain

The risk does not usually arrive as an obviously fake product. It arrives as a plausible one: a device with the right shape, a label that looks correct at a glance, a listing that describes it as surplus, and paperwork that could belong to a different unit. The failure mode is informational rather than visual, which is why controls have to operate at the level of identity, records and acceptance rather than appearance.

Three structural factors widen the exposure. Instruments move between hospitals through brokers who may never take physical possession. Packaging and labeling are copied far more cheaply than the instrument itself is made. And because instruments are limited-reuse items, a unit’s history ¡ª how many uses it has consumed and who serviced it ¡ª is as important as its physical condition.

Supplier vetting

Vetting is the control that decides how much verification you will need later. A supplier that can produce identity documents, references and traceable inventory history changes the shape of the transaction; one that cannot moves the entire burden to your receiving dock.

Item-level verification

Vetting the supplier does not verify the instrument. Item-level controls are what establish that the object in the box is the object on the invoice.

  • Read the part number from the instrument’s own label and compare it with the catalog description and the invoice line.
  • Confirm serial or lot markings are original and intact, and record them before the item leaves the receiving area.
  • Compare packaging, labeling and documentation for consistency ¡ª mixed paperwork is the most common finding in bundled listings.
  • Where the instrument family carries a use limit, obtain the remaining-use record from a system read-out rather than a written claim.
  • Keep photographic evidence of the label, the packaging and the item as received, filed against the purchase order.

Acceptance and testing

Acceptance is the point where the controls either work or are found wanting. Define it before the purchase: what will be checked, who performs the check, what constitutes a pass, and what happens when an item fails. For robotic instruments the practical acceptance set is identity confirmation, physical inspection, documentation review, and ¡ª for reusable elements ¡ª a system read of the remaining-use record.

Record every acceptance result against the item, not against the shipment. When units are pooled, a shipment-level result hides which individual instrument failed, and the whole point of the control is to be able to answer that question later.

When something looks wrong: escalation

  1. Quarantine the item and stop it entering clinical circulation.
  2. Preserve the packaging and paperwork exactly as received; do not re-label or repack.
  3. Document the discrepancy factually ¡ª what was expected, what was found, and the evidence ¡ª without drawing conclusions about intent.
  4. Raise it through your contract: inspection rights, return terms and any warranty clause are the remedies that exist.
  5. Notify the manufacturer where the product’s authenticity is in question, and follow your organization’s process for reporting suspected non-conforming product.
  6. Where a public alert or regulatory notice is relevant, check the regulator’s own publication rather than relying on third-party summaries.

Building the control into procurement policy

Controls that live only in a buyer’s judgement disappear when that buyer changes role. Write them into the process: a supplier vetting step with named documents, a mandatory item-level verification step at receiving, an acceptance record per serialized unit, and an escalation path that does not depend on someone deciding to raise an issue informally.

The framework’s value is proportionality. A low-value accessory may need only identity confirmation; a high-value reusable instrument warrants the full chain. What must not vary is the principle that an item without evidence of provenance is treated as unverified, whatever the price suggests.
