Visual and label checks
Inspect for the failures that matter rather than for cosmetic wear. Housing cracks, damaged connector pins, bent or corroded contacts, and a strained cable entry are functional findings; scuffs on a case are not. Where the unit has been opened, ask who opened it and why, because third-party work without documentation is a risk you cannot price.

Two quotes for the same part number are not comparable until three variables are equalised: what is included, what evidence accompanies it, and what the seller will do if the unit fails your acceptance check. Build the comparison on those three columns rather than on price alone.

Storage, transport and spare parts
Plan how the unit will be stored and what happens if it fails. Storage conditions come from the manufacturer’s documentation, and for a component of this type the case is part of that protection rather than an accessory. Treat the cables as essential rather than optional: without the correct set the unit cannot be connected, and sourcing a replacement may be harder than sourcing the converter. The case protects the unit in storage and transport and is worth insisting on.
What if the seller has no test record?
Price the unit as untested, plan the verification as part of acceptance, and make the sale conditional on that check. That is a normal and workable arrangement when it is agreed up front.
